Rail anchors or called rail anticreepers are spring steel clips that attach to the underside of rail tie plates and bear against the sides of rail sleepers. The function of rail anchors is to prevent longitudinal movement of the steel rails, either from changes in temperature or through vibration.

The term "creeping" in "anti-creeping" refers to railway creeping. When trains operate, wheels exert multiple forces on rails, including vertical forces, lateral forces, and longitudinal forces generated by wheel resistance and braking. These forces must be transmitted and counteracted through the rails. According to physical principles, rails also apply reaction forces to the train. Under normal conditions, action and reaction forces should be equal. However, if the reaction force provided by the rails is insufficient to counteract the applied forces, longitudinal movement of the rails occurs, resembling "creeping."

If the resistance applied to the rail fasteners exceeds the resistance applied to the track bed, the sleepers will move. This phenomenon is termed track creeping, and the longitudinal force acting on the rails is called the creeping force.
