Rail elastic pads need regular replacement because constant heavy loads, vibrations, and environmental exposure (UV, temperature swings) cause them to degrade, lose elasticity, crack, and deform, which compromises their crucial functions: reducing noise/vibration, protecting sleepers, and maintaining electrical insulation, leading to unsafe tracks and costly damage if ignored.
